ACT OF DEDICATION OF THE HUMAN RACE TO JESUS CHRIST THE KING
A plenary indulgence is granted to the faithful who on the solemnity of Our Lord Jesus Christ, King of the Universe, publicly recite the act of dedication of the human race to Christ the King (Iesu dulcissime, Redemptor); a partial indulgence is granted for its use in other circumstances.

So, a PLENARY Indulgence is granted to those who, in addition to fulfilling all the other requirements, publicly recite the Dedication of the Human Race prayer on the solemnity of Our Lord Jesus Christ, King of the Universe.

A PARTIAL Indulgence is granted to those who recite this prayer, who either intending to only obtaining a partial indulgence this way, or to those attempting to gain a plenary indulgence but they fail to obtain it in some way or another. Some examples of what this may look like are:
1) The Act of Reparation is recited on another day other then this solemnity
2) The other conditions necessary to gain a Plenary Indulgence are less than fulfilled.
3) One’s state of heart is contrite, but not fully detached from affections towards sin.
4)Though qualifiable in every other way, a Plenary Indulgence has already been obtained for that day in another way.
These are a few instances that would lead to a partial indulgence, either by choice or by accident.

Addressing “solemnity of Our Lord Jesus Christ, King of the Universe”
The Solemnity of Our Lord Jesus Christ, King of the Universe (also referred to as the Feast of Christ the King, Christ the King Sunday or Reign of Christ Sunday) is a feast in the liturgical year which emphasizes the true kingship of Christ. This solemnity reminds us that while governments come and go, Christ reigns as King forever, and he rules especially in the hearts of his faithful. The next three dates that this solemnity will fall on are: 24 November 2024 / 23 November 2025 / 22 November 2026
Addressing “recite”
Previously, in anther post, we examined what it means to “Recite.” Although definitions for this word very slightly, all of them imply a similar theme. The definitions make use of words such as repeat, reply, answer, and read aloud. Through these defining words, the impression is given that to “recite” involves some measure of vocalization. It is debatable about what volume such vocalizations need to be, though I see no reason why one could not recite at low or no volume, especially if the situation deems it appropriate to pray quietly.
Addressing “other circumstances”
This would refer to using this prayer on another day, or perhaps by praying without any outward vocalization. That is, if the prayer is prayed mentally rather then recited.
...I certainly hope that my understanding of ‘reciting’ is accurate. Otherwise I am going to have to go back and update a lot of articles that address this.
